Lebanese citizens are facing a movement of adaptation as a result of depletion of resources. A force of resiliency and creativity is being born within the Lebanese, to find their independence and separation from a failing system. This reform is fostering individuals, businesses, and organizations to take matters into their own hands and seek alternative ways to obtain their basic needs and rights as citizens. Communities are coming together in solidarity to support one another and take back their power and rights. New ways are being created to meet independence and take control.
يواجه المواطنون اللبنانيون تحدّي التكيّف نتيجة قلة الموارد. الأمر الذي ولّد قوة المرونة والإبداع داخل اللبنانيين ليجدوا استقلالهم والانفصال عن نظام يواجه الفشل. فهذه الإصلاحات تُشجّع الأفراد والشركات والمنظمات على أن يأخذوا الأمور بخطاهم ويسعون للحصول على احتياجاتهم الأساسية وحقوقهم كمواطنين بطرق بديلة. تتكاتف المجتمعات معًا لدعم بعضها بعضًا واستعادة سلطتها وحقوقها. وهناك طرق جديدة لتحقيق الاستقلال وتولّي زمام الأمور

To ‘Power’ is an architecturally designed capsule as part of the Urbanists & Environmentalists working group civic reform proposal for the Beirut River: Portrait & Injection reform research and design. The act of birthing off-grid solar powered electricity for the sake of light, powering mobile devices, and communication was very necessary to consider as a result of findings extracted from the on-the-ground surveys with the residents. The residents reside in lower income communities and are exposed to inhuman deprivation of electricity. In the larger context, as studied in the sociopolitical mapping which superimposed ethnographies and surveys to a geographical document, the need for electricity was prevalent around the entire Karantina – Beirut River – Bourj Hammoud radius.
“باور” هي كبسولة مصممة بتصميم معماري ضمن مقترح إصلاحي مدني لفريق من خبراء المدن والبيئة للتابعين لنهر بيروت: وهي بمثابة بحث وتصميم لإصلاح الواقع والبنية التحتية. كانت عملية إنشاء شبكة كهربائية مستقلة عن الشبكة العامة، والتي تعمل بالطاقة الشمسية، ضرورية جداً لتوفير الإضاءة وتشغيل الأجهزة المحمولة والاتصالات، وذلك نتيجة الاستنتاجات المستخلصة من استطلاعات ميدانية أُجريت مع السكان. إذ يعيش السكان في مجتمعات ذات دخل منخفض ويتعرضون لحرمان غير إنساني من الكهرباء. وفي السياق الأوسع، وكما تم دراسته في خريطة الاجتماع والسياسة التي ربطت بين الدراسات الإثنوغرافية والاستطلاعات والوثائق الجغرافية، كانت الحاجة للكهرباء ملحة ضمن محيط كارانتينا – نهر بيروت – برج حمود.
رسم تخطيطي سياسي واجتماعي
Civic change holds a vital element in the quest of how people are gaining independence from the state. For one, these innovative ideas and replacements towards electricity would not only provide ease in everyday activities, but also a sustainable and safer option for the environment. The power of having control and safety over basic needs helps heal trauma and stress that have been prevalent for over 20 years.
Despite the simplistic understanding of what electricity does, Studio Madane emphasized the importance of using Power capsules to bring residents back to the public sphere. When a series of architecturally designed capsules have electricity, unsafe corners become safer ones. Unvisited urban plots become visited and gathered. Underserved piazzas become meaningful for gathering and exchange. Most importantly, the rights-based approach becomes in effect: would users start to question the absence of the resource to charge mobile devices and to connect to the digital realm from the comfort of their private spaces?

على الرغم من المفهوم المبسّط لدور الكهرباء، أكد استوديو مدني على أهمية استخدام كبسولات الطاقة لإعادة السكان إلى وضعهم الطبيعي. عندما تحتوي سلسلة من الكبسولات التي تم تصميمها معماريًا على الكهرباء، تصبح الأماكن الغير آمنة, اكثر امانا. تصبح الأراضي الحضرية غير المجهزة أماكن تجتمع فيها الناس ويتم التجمع فيها. تصبح الساحات ذات الخدمة الضعيفة ذات أهمية للتجمع والتبادل. والأهم من ذلك، يصبح النهج القائم على الحقوق فعالًا: فهل سيبدأ المستخدمون بالتساؤل عن غياب الموارد اللازمة لشحن الأجهزة المحمولة والاتصال بالعالم الرقمي من أماكنهم الخاصة؟
تصور للسيناريو الاجتماعي السياسي: الكهرباء من أجل السلامة الحضرية
Community development cannot reach every person whose rights are stripped off of them. Without appropriate regulatory safeguards and government intervention, certain essential industries could fall into the hands of a select few, granting them disproportionate control over critical resources. Despite the actions being taken towards civic reform, people taking power means no reinforcement from the government and an increase in privatization. Also, it means that the state and those responsible for service provision will continue to take advantage of ‘proactive’ citizens. With no public resources and other options to basic necessities, Lebanese citizens will have to solely rely on private businesses. This can lead to a monopoly of resources or an elevation in prices. This could lead to a scenario where the most vulnerable members of society face grave hardships, struggling to afford vital goods and services, while a privileged few accumulate vast wealth and influence.
In Cuba, a very low percentage of citizens have internet access. To tackle this, Cuba is now offering internet to 35 public places, providing Wi-Fi to the general population. Prior to this, the country had the lowest internet usage in the world. Citizens of Cuba will no longer have to rely on obtaining Wi-Fi through state owned establishments.
حكومي، يمكن أن تنزلق بعض الصناعات الأساسية إلى يد قلة مختارة، مما يمنحهم سيطرة مفرطة على الموارد الحيوية. وعلى الرغم من الجهود المبذولة في سبيل الإصلاح المدني، فإن استيلاء الناس على السلطة يعني غياب دعم الحكومة وزيادة الخصخصة. مما يعني أن الدولة والمسؤولين عن توفير الخدمات سيستمرون في استغلال المواطنين “النشطاء”. وبدون موارد عامة وخيارات أخرى لتلبية الاحتياجات الأساسية، سيضطر المواطنون اللبنانيون إلى الاعتماد بشكل كامل على الشركات الخاصة. وهذا قد يؤدي إلى احتكار الموارد أو ارتفاع الأسعار. وقد يتسبب ذلك في مواجه أفراد المجتمع الأكثر ضعفًا صعوبات جسيمة، مكافحين لتحمل تكاليف السلع والخدمات الحيوية، في حين يتجمع القلة المُكَرَّسة على تجميع ثروات هائلة
في كوبا، يمتلك نسبة قليلة جدًا من المواطنين الفرصة للوصول إلى الإنترنت. ولمواجهة هذا الوضع تقدم كوبا الآن الإنترنت إلى 35 مكانًا عامًا ، مما يوفر خدمة Wi-Fi للسكان عامة. قبل ذلك، كان لدى الدولة أدنى استخدام للإنترنت في العالم. لن يضطر مواطنو كوبا بعد الآن إلى الاعتماد على الحصول على شبكة Wi-Fi من المؤسسات التابعة للدولة.

These interventions are quintessential for mutated and underserved urban spaces, but what would a dramatic distribution of these off-grid capsules do in a situation where our urban spaces would have recovered? What can off-grid electrical deployments do to the surrounding area of the Beirut River? The juggle between relying on the state for resources and not is one that shakes our relationships with the state, our approaches in public management, and the necessary decision to evoke institutional change. Can we dethrone the state, and flip the balance of power, by simply cutting all ties with it?
تعتبر هذه التدخلات جوهرية للمساحات الحضرية المتغيرة والمحرومة من الخدمات، ولكن ما الذي سيفعله التوزيع الدراماتيكي لهذه الكبسولات خارج الشبكة في حالة تعافت مساحاتنا الحضرية؟ ما الذي يمكن أن تفعله التوزيعات الكهربائية خارج الشبكة للمنطقة المحيطة بنهر بيروت؟ إن التوفيق بين الاعتماد على الدولة في الموارد وعدم الاعتماد عليها هو الذي يهز علاقاتنا معها، ومقارباتها في الإدارة العامة،والقرار الضروري لإحداث التغيير المؤسسي .فهل يمكننا الاستغناء عن الدولة بمجرد قطع كل العلاقات معها و باستبدال موازين القوى؟
