The Lebanese populous areas continue to bear the brunt of all the challenges the country faces. The Bourj Hammoud area is a prime example that reflects a delicate balance between the need for development and organisation, and the challenges that hinder all efforts. Despite being an open area for all, and despite the diversity of sects and religions, it’s not devoid of biases. Yet, in this context, the importance of change manifests through the synergy of civil efforts and the breaking of dependency routine.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

The first aspect of challenges becomes apparent in the confusion of opinions about change and reform, with these ideas being accused of incitement and being labelled with charges of sectarianism and political affiliations, which could manipulate the situation to the advantage of the corrupt authorities. As a preliminary step towards effectiveness, the focus should be on open and transparent communication among all relevant stakeholders, alongside avoiding the conversion of necessary changes into political conflicts and by enhancing public awareness of how to counter political divisions. This approach can address a “small” part of the dilemma.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

This is what a resident of Bourj Hammoud answered when he was asked about the reasons for the absence of civil reform in the region. The problem continues because certain political groups in the local government are stopping improvements that could help the area. They see these improvements as a way for other parties to compete with them. With the impact of reforms, some may wake up from the domination of blind dependence, which never served the interest of the citizens.<\/span><\/p>

It is difficult to overcome these challenges, as their permanence remains volatile; however, it is more difficult to accept the infinite loop of this dark reality. The first principles of change are based on strengthening the focus of the youth and supporting it to enable it to participate in political and civil work, where it is very possible that they bring new ideas. The unemployment index has a major role in the youth\u2019s dependence on the meagre opportunities that the parties give to keep them at their mercy.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Change is growing with the creation of an intellectual revolution that focuses first on starting civil reforms. The promotion of reform between the government sector and the private sector can contribute to directing joint efforts toward achieving civil field reforms. This networked partnership cooperation would reduce the role of parties that limit youth thinking to issues that they do not need. It is worth noting that the parties have financial interests that feed from the disorganisation of the current state of the infrastructure, as any implementation of development projects may constitute a change in the financial dynamics, which would affect the income and financial interests of these parties.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

The open proliferation of fraudulent activities witnessed in some non-governmental organisations in Lebanon is a clear indicator of the absence of municipal oversight.

Studio Madane believes that it is not the duty of these associations even to carry out the work of the municipalities and the government, as these measures would increase the inaction of the municipal work and increase the dependence of the population on these associations, regardless of their acquiescence to the acts of fraud. In the absence of financial resources and weak knowledge capabilities of some municipalities, we believe that it is desirable to enhance cooperation between both parties to bridge the societal gaps, and thus each party can benefit from the experiences and best practices involved in the partnership.<\/span>To ensure all these efforts, municipalities must impose control and transparency measures and carry out research and verification procedures before dealing with any non-governmental organisation.
